There are hundreds of posts at the moment regarding this error which seems to have been caused by a certain Windows update.
My father in-law has asked me to look at his pc as it wasn’t downloading & Installing Windows Updates since October. No matter what I did to download and install it it would fail with an Error Code 800706F7.
By the way, the Windows Update KB947821-v34 did not fix this issue for me so that was a waste of a 534MB download.
All my searches are pointing to a recent issue with a KB3004394 but from my understanding this issue of KB3004394 is only recent, the logs in my father in law’s pc started back in October so I knew it’s not related. What fixed it for me is this command
sfc /scannow
this command runs the System File Checker tool and I must admit, I’ve never used this before.

System File Checker is a utility in Windows that allows users to scan for corruptions in Windows system files and restore corrupted files. This article describes how to run the System File Checker tool (SFC.exe) to scan your system files and to repair missing or corrupted system files in Windows 8.1, Windows 8, Windows 7 or Windows Vista. If a Windows Resource Protection (WRP) file is missing or is corrupted, Windows may not behave as expected. For example, some Windows functions may not work, or Windows may crash.
This seems to have fixed my issue after reboot and I was able to successfully download and install the 18 updates that are stuck in the queue.

Update
08/05/2015 – After realising that the updates have not been installed on my work laptop for the last two months, I immediately search for the offending update KB3004394 and found that it has been installed on the 05/03/2015 which is the last date that I’ve stopped receiving updates. This makes me wonder why Microsoft was still pushing this update out when it has been known to cause issues.
I have uninstalled the update and restarted before proceeding to check for updates, unfortunately this didn’t fix my issue either so I had to run the sfc /scannow again which currently at 17%… as I write this update.
08/05/2015 3:16pm : just completed the sfc /scannow and nothing has changed will try to run the readiness tool in safe mode. that doesn’t seem to work either.
I’m starting to run out of ideas.
13/05/2015 – The last option I have is to try this Microsoft Solution – I’ve had to create a bootable ISO in order to this, the steps are listed in the original article.
